Why Oppose Big Rigs on I-580?

A Brief History

  • Big rig trucks have been banned on I-580 since it opened in 1963 because of the residential and small business nature of the I-580 corridor.
  • I-580 was never intended to be a freight corridor.
  • The big rig truck ban is currently written into California State law.
  • In 2025 Caltrans initiated a study (the Caltrans I- 580 Truck Access Study) to evaluate the effects of repealing this decades-old ban.

The Caltrans Study: Why Now?

  • Caltrans’ stated reason for conducting the study is to respond to West Oakland community concerns and to implement strategies recommended by the West Oakland Community Action Plan (2019) to help improve community health.

Impacts of Repealing the Ban and Who Benefits?

  • The California Trucking Association (CTA), a freight industry lobbying group, has a longstanding interest in repealing this ban which will allow 80,000 lb. big rig traffic on I-580, Highway 13 and other East Bay highways and streets.
  • A Caltrans spokesman has confirmed that overturning the ban will enable big rig trucks to avail themselves of “cut through traffic” on our city streets as trucks find new routes to avoid congestion.

Our platform is dedicated to informing and mobilizing East Bay residents, and to advocate for maintaining the truck ban. We want to keep the truck ban to help preserve and protect our communities and travel corridors. These corridors are essential to maintaining safe routes to our schools, health care facilities, emergency services and local businesses. The current truck ban keeps heavy trucks off of I-580 and Highway 13 and most of our neighborhood streets and connecting corridors.

OUR Goals

  • Protect ALL Neighborhoods instead of expanding the harm from truck traffic.
  • Reduce Pollution at the Source, by promoting health and sustainability over truck traffic, and invest in cleaner solutions.
  • Improve safety on I-580 instead of introducing noise, vibration and safety issues associated with truck traffic.
  • Lobby Caltrans to include ALL affected communities in their Truck Ban Study.
  • Lobby Caltrans to adequately address the inadequacies of I-580 infrastructure to accept truck traffic.
  • Make sure that our political representatives are aware of the threat to the existing protection that the truck ban provides for our health, safety and environment.
